The NICC wanted people sacked who weren't found to have done anything wrong in the first enquiry. Bell literally said in his findings these people weren't found to have done anything wrong.
There seems to be 2 options;
You sack them and they sue for wrongful dismissal. Does the NICC foot the bill for that?
You make them redundant and then you can't fill the position for 2 years.
Seems a bizarre situation.
