There were a bunch of executives that were promoted during the enquiry as others left. Bell himself said there was no evidence these people did anything wrong.
NICC wants them sacked for nothing other than ego and blood sport. Remember these executives need to be APPROVED by the Government into these positions. Which they were. So, if the NICC didn't want them in those positions, why approve them in the first place?
IMO this is a terrible look for the NICC.
