A partnership agreement is a contract.

Any agreement between two or more parties is a contract.

You can call the agreement whatever you want but you must be mindful that the agreement will contain terms and conditions that the counterparties have agreed to abide by and as such, the outcomes are binding.

The agreement may have get out clauses, pricing clauses, reasonable timeframes, payment terms, etc.

The word "contract" was referred to in their prospectus when referring to large clients even though it was clearly stated that companies could stop using the platform at any time for no penalty.

Preliminary agreements such as MOUs are usually not binding. GSW did not make reference to preliminary agreements.
