The contract will not be $X over X term. The revenue derived from the contract will be dependent on how many deliveries are made during the contract term.
There can be no certainty about how many deliveries will be made under the contract, hence GSW are unable to confirm how much revenue they will earn from the contract.
Pretty simple stuff really.
If you look hard enough, you will find countless examples, over a long period of time on the ASX, where companies have had to retract an announcement (by order of the ASX) due to the fact that they stated what estimate of revenue they thought the contract would generate.
