I thought it was supposed to appear on the ICISD website https://icsid.worldbank.org/en/Pages/cases/searchcases.aspx, new cases appear there most weeks, but I don't know at what stage in the process that happens. As far as I read about the process Far had 1 month to submit their case and COP would have a further month to respond. It has been more than 2 months since Far announced they had filed for arbitration though. I also read that other parties may apply to be involved if they have some financial interest in the case, so I guess its possible WPL might get involved.
I thought it was supposed to appear on the ICISD website...
