things (and people's) expectations of operations could have been far worse than this announcement illustrates... i'm happy enough for a delay...
other more informed holders may know, but, is it possible that DSO was not even considered for approval until the environmental clearance was obtained? If it is a requirement for DSO that you are going to have an operational smelter, then maybe this has been part of the hold up??
