From what I recall when looking into this some time ago ...

Project revenue includes ..
- Equipment supply and install
- One off maintenance/upgrades

Recurring revenue are from package deals ...
- Equipment supply, install and maintain (some maybe all costs amortised over the contract period)
- Billing of offenders (red light, speeding, etc) or users of car parks (number plate recognition systems)
- I think billing may extend to collection in some cases (not sure), ie. late payment followup
- RDF gets paid fees to provide the complete service (possibly as a share of revenue generated in some cases)

Anyone else with more details?
