- I think billing may extend to collection in some cases (not sure), ie. late payment followup
- RDF gets paid fees to provide the complete service (possibly as a share of revenue generated in some cases)

Anyone else with more details?

I would just add that I believe the recurring revenue model only applies to the US market. Australia and other markets typically run the sales/support model, which can also be project based so includes Professional Services revenue.
