They would lock down anything relating to disk, security, admin privileges, etc.
Defrag means you're rearranging bytes on a disk (hence 'defragment'). VERY unlikely any corporation worth anything is going to let you defrag your own machine.
The company I'm contracting to at the moment implemented a policy where software engineers have to specifically request access to install software on their machine for 1-2hr blocks. Needs their manager's approval before its active.
If they're stopping developers from doing this, there's no way they're letting any other staff have that level of access.
