If they exclude GDY for that reason, they'd be excluding every other geothermal company as well, wouldnt they? Surely they'd find a little wriggle room in the criteria to get around that if it was politically convenient. I confess i'm not really across how close the other geothermal companies are to having a pilot plant, but the impression i get is that they are a fair way off.
Who would they give all the money to if geo companies arent in the mix? Perhaps they'll take an infuriating, low risk approach and just give it to some private solar thermal company who has proven the tech overseas but wants to develop a site in OZ using slightly different shaped screws. That would grind my gears no end.
