Solar thermal is much more cost effective on a large scale.
It's simple robust technology with excess heat easily stored short term to provide a reliable base load supply.
Once it's set up there's no fuel to mine with it's energy consumption and ongoing cost.
In reality solar thermal is a viable power source that can compete with coal on it's own merits. That's where the government should have spent the billions it threw at us.
