That is an ambiguous statement from FBR.
From a building standard, yes blocks were laid straight (sort of) plumb and level.

But in no way that structure deemed to comply with Florida's structural and engineers details to their strict building codes. Not one piece of reinforcement was to be seen in any of that build video. Anyone in the building industry that has any knowledge of Florida's structural and engineers details with external masonry wall construction, knows the bottom blocks, the face of the block must be cut or smashed in, so the building inspector can access to see the reo that has been cast into the slab must be tied into the walls at either side of every opening and at corners, to be tied into the bond beam before grouting. Not one control joint was evident.

And if anyone wants call me out as being wrong. All can be read online in the, 2023 Florida Building Code, Eighth Edision, Chapter 21, External Masonry, section 2121.2
I would urge all holders read it.
