For example why would they need to have built in Queensland to confirm they could meet code ? The code is a specification which can be technically understood if they can adhere to codes. If not could get an independent engineer with knowledge of Nth Qld std's to assess their test builds in Perth. You will find a lot of these answers in prior press realises. Go and do some reading.
