With Riley economic and costing factors are currently so variable it would be very difficult for AR or anyone to safely predict YET when mining can start again.
eg. AUD/ USD has moved from 70 cents to 73.8 in 2 months. Fuel cost have suddenly escalated. IO has cooled. Shipping costs???
More time required I reckon before figures can come together to say when all the relevant prices are right to kick off production and at what rates.
War in Ukraine has to stop to ease fuel costs, Chinese steel mills to get back to normal production...then maybe prices will settle and clarify more. Meanwhile, tin price steadily heads upwards and scarcity of supply increases on an annual basis.
