The Institutions have lengthy procedures and stake holder interests to take into account before they jump on board.
I believe they need actual signs of recovery and lengthy board meetings and approvals from a majority of insiders before they take the plunge. However this is a very small cap, $20M is nothing to them, one company drops only $3M on this stock and the snowball starts rolling.
It is a waiting game, the security in ATS balance sheet is a sure sign of stability until that time.
It amazes me how cheap they have the TMS leased for. Meer hundreds of dollars per acre vs tens of thousands for similar plays.
Their previous drill failures are unfortunate however they still turn a profit.
