Looks more like a job application from Ottaviano, he should be focusing on CWE and pumping up the sentiment on it rather than hinting that as CWE doesn't have the money they aren't a frontrunner in the wave energy stakes. If only CWE could find a partner who can actually debt finance the project. REH must be so very happy they sold this back to CWE rather than having to commit to development as they have saved themselves alot of money.
