Because from an accounting standards it's not true.
GAS is a minority holding but they have a common director able to exert significant control which is why it's treated as in associate.
In the CHJV TEG has significant control but not majority control of what the JV does so it's also considered an associate rather than a subsidiary. Line ball call from my textbook understanding given as a whole they have majority control over the asset.
