I'm no accountant, but on the face of it looks as though that NET has agreement with someone, and one finalized will receive this amount.
Page 21 seems to contradict Page 13 though in so far as recoverability.
I would be inclined to think think that this agreement may be still up in the air, and therefore can not be audited & reported. IMO
But I'm no accountant
