It doesn't matter what the announcement is, the question remains on any type of 'announcement' that tries to get this relisted....
"Why would they want to invest again (because they need capital to pay off loans before starting anything new, plus even holders agreed the IO assets were worth nothing ages ago), where the major holders have shown to have poor judgement with their selection of management and projects?? "
Basically, if the question is too hard, If the main players are the same, with a proven project failure, why would anyone invest anything back with this mob??
Why would the 'new' deal matter??
