I personally think that with the further shutdown of refineries across Australia (Kwinana & Geelong) that the government want to keep as much manufacturing/ processing it can in Oz shores. It’s not hard to believe given anyone would want most economic processes on home shores but there’s a feeling that TNG with the Darwin refinery stands out.
