I don't know what else they are working on that is more important than this tbh.

They could shut down the gold mine, save money there based on last quarter loss and then use all available management resources to be chasing up better finance.

Can anyone tell me when would not be an 'appropriate' time to seek a more competitive cost of funding?

It's just a stupid thing to say, IMO. Provides no further info/guidance at all and I am seriously thinking of selling this stock now on the slightest move above 40c.
