I agree, but here is my point. I shouldn't need to rely on you or anyone else to describe what you have just explained about EPA agenda, etc.

Bruce should be the one who is articulating that. No where is it written by Bruce that it is within reason that our proposal is taken up at a later date than what was once communicated by the EPA. Instead he states it like it is happening and that leaves the market wonder what has happened.

If Bruce simply stated that our proposal is with the EPA and will be assessed when they are ready to do so, then all of this discussion becomes a moot point. Instead we are left to read between very blurry lines.
