I agree hindsight is wonderful, which kind of makes the points of the other posters I was replying to moot. But they want to play that game, I'll join in.
Yes the sector took a beating no doubt, but like you said, to a certain extent. The rest was completely fundamental with the company which caused the massive sell off. A major factor, I believe, is they've showed the market they're not capable of getting things done without exorbitant and over-the-top delays each and every time. If even the most seasoned Companies don't hit guidelines, their share price takes a hit. AGY was simply not a good investment compared to others the last few months at least. You can call it hindsight, but I was calling teens had a high possibility from the high 20's.
Now though? Personal opinion is that it is good buying in the low-mid teens. I still find much more long term value elsewhere, so I won't be buying any more, but anyone averaging down the next few weeks will be a good time for it.
I also think that "fair value" will be much lower than what people think. I would fall out of my chair if we reach 80c again (well over 1.1b MC) anytime soon. I would love if on the hype of milestones being ticked that we get there again! But when the dust settles it will be lower, until such time they get 10ktpa production going in 2028-2030. Hope to be wrong though, for everyone's sake.
