I read it differently.
The Commonwealth made their comments with regards to NSE way back and that's what prompted VRX to go through all of their studies addressing the concerns. Now that the ERD was accepted (because DWER kept asking questions) the EPA needs to present VRXs answers addressing the Commonwealth NSE concerns.
The EPA is now waiting for feedback.The EPA then uses the Commonwealth feedback in preparation of the final report to the minister.
