If a broker or an analyst knows something of substance about the Company that the general Market does not know, and they have been told or given that information from a Company source, then both the analyst and the Company source are potentially in breach of several Rules, including Insider Trading, if they act on that information, and Continuous Disclosure. It's a minefield and people have gone to gaol for breaches, though to get ASIC to do anything these days is difficult.
