The overall debt levels are quite low... Borrowings of $68m and Equity of $314m which is around 21% borrowing. A higher debt level would be expected for a finance type business such as CCV.
The cash in the balance sheet isn't contributing to CCV's earnings. If it was repaid to shareholder the financial performance of the business isnt going to change. The profit will stay about the same.
The calculation just shows what is the net PE ratio assuming the cash holding is ignored
