Basically he was saying that long payment terms is very normal in Asia, especially China. Their excuse is that they'd like to see the quality of any work done and their ability to decide whether to continue before going forward. This seems to ring very true in the case of PET. But he added that his experience it's all BS, it's more a case the longer they don't have to pay the more they can use that money themselves in investments, etc etc.
But he did say that it is very normal for 3-6 month payment delays after work has been complete. Hope it helps, like I said down a fair bit here, but I'll ride it out and see where we go. i definitely will not avg down, maybe up if that becomes a possibility.
