Here is my take

FA - Most people were spook by the previous "out of the blue" CR and most holders were already loaded while not many people know about NTL. There is just no PR to get people to know about the company.

TA - Volume is too thin for any traders

The current market sentiment won't help.

For most of us holders, we know that this company is in a much stronger position that it was a few years ago when sp was over 2c

If nothing happened, sp may continue to down to sub 1c (which is 30-50% loss) but any good progress will easily send her close to 2c (that's almost 100% gain) and any nice surprise will send her above 2c (multi bag)

Yes there are risks but I think the risk v reward at the entry of 1.3c is very good.
