Of coarse their investments have appreciated during a drought and likewise will fall during a wet year. Its called a free market. The loudest complainers are corporate agriculture companies not small farmers who generally benefit from appreciating water prices which they can sell during bad times. Ill informed populist policies are a dangerous thing.
