Depends how much you use i guess. Short distances are lower, longer distances up to $9. bargain if you ask me given it cost $3bn to build. Of course if you want to save the money you can use pennant hills road which is free. Your choice. I prefer the user pays model rather than the free-rider taxpayer model, but each to their own.
Its not a public thoroughfare because the state sold 50% to transurban. You can invest in transurban on the ASX if you want, but the returns haven't been great. Public assets are sold to private investors all the time. Maybe you have heard of Commonwealth bank or Telstra.
perhaps you think Transurban should let people use it for free and achieve a 0% ROI on their investment. not sure.
