If I understand it correctly the plant accident was due to 'common' factory issues in China, depending on how well you *mesh* in with the local energy authority. There was a power outage, then on eventual power return there was an issue with a valve which remained closed. As usual, someone may have a better recollection of the detail on what happened.
Note *mesh* in above means a lot of different things depending on where you are in China and the local groups. In the past it even meant the power company/management felt you were a strong 'supporter', if you get my $ drift.
