I got the feeling he spoke about our well performing SP and the No Shares being issued over the last two years to butter up us retail investors for an upcoming CR.
I'd imagine he'd have a few institutional investors pressuring him to take a position and there no better way for them to buy in at a discount and one large whack.

A game of cat and mouse, CE would rather force them to buy on market to raise the SP and they want CE to CR.
Just my opinion . Explains why we aren't garnering much volume
