All companies that own 'tenements' have to spend a minimum amount of time and money on those tenements, in order to keep them, and BGS is just having an each way bet on what amount will be spent on them.

May only be referring to Australian leases in that statement, as on the next page, p11, they do list future expenditure commitments for Africa.
