The problem lies entirely with the introduction of ESC (which is now mandatory from November I think on all vehicles). The 70 series Landcruiser was the last one without ESC so there were no issues getting an engineer to sign off on a suspension mod on this 4WD as long as it adhered to state laws (typically 50 mm max total increase in height).
