If you replace the original suspension or parts thereof with ARB parts (ADR approved for offroad usage) you will (in WA for sure) need approval from the Department of Transportation (but not for eg ARB's bullbars; see the DoT website). If the vehicle is new enough it will have ESC. The DoT will ask you to get an engineer to sign off on any suspension modification (ADR approved or not) stating that it will not affect the ESC. This is where, I believe, we have a problem. If you don't believe me I suggest you ask the DoT and qualified engineers
