Yes, but that's not a return of capital per se.
If all shareholders were rational investors and took up DRP stock, (and almost all do) it becomes akin to a zero sum game, i.e, no capital returned, and pro rated, no real increase in the ownership of future profit pools, either.
It's essentially an expunging of franking credits.
