OK - I see what you mean. There is headroom to increase billing utlilisation closer to contracted utlisation (slide 14 of the presentation). If you look at the history, I suspect that 2014 billing and contracted utilisation spreads will repeat in 2017.
IMO, increasing P1 and C1 utilisation are critical to increasing billing utilisation this year.
