I would say your intepretation looks reasonable, especially with this quote from Page 7:

Given that it is important that any sales to the eastern seaboard domestic market can take advantage of the new pipeline tariff structure that should govern after the second Vertigan report is presented to COAG in May 2017, the majority of this capital will need to come from equity."
