No one has stated that the exchange is going to be running by 1 April. My feed back from the company secretary is that they have a target for April. This maybe 10 April or 30 April....

I do not recall anyone claiming to be an expert in this company? There are some that have taken the time to communicate with the company / those involved with the organisation, and provided feedback based on that communication. Have you made any attempt to do that?

As an investor outside of the ASX and directly involved in the Blockchain / tech industry, I have previously stated and very aware of the potential hurdles that exist with any deployment of a service such as an Exchange.

If it was not for the sudden concern with SOARCoin there is a probability that the exchange could have been deployed as outlined in last year's announcement.
