Interesting. My guess...
Keep NOR running until either Avicena is ready for an RTO or PO pulls a rabbit out of his hat. Without this CR, NOR falls over imo. By putting in another $120k, there are 2 possibilities of making a ROI; Avicena RTO the more likely candidate which says everything about the core business of NOR.
