You're conflating contracts with production capacity.
Unlike most other U companies PEN has contracts. Those contracts are for a few hundred thousands lbs per year, yes but they aim to produce 1.15m lbs in stage 1 then on to 2.3mlbs in stage 2 and 3m lbs in stage 3 - leaving the additional uncontracted production available to new contracts such as the DOE stockpile or utilities.
