Isn't the whole idea of a cap raise to have enough funding to expand out a company's progress? and the whole idea of going public is to extract as much capital needed in order to grow the company. The day to day fluctuations are not important for a small company, what is important is cash needed for progress. Your emotional journey of investing in a biotech penny stock is not the directors or anyone in the companies concern, they have more pressing matters to deal with, you should invest in these companies knowing the risks involved.
