I am not sure if the 1,000 tpa will be stand alone followed by a separate 10,000 tpa , or whether the 10,000 tpa is simply an additional 9 x 1,000.
In other words, is the process a unitised series of 1,000 tpa units?

Personally I can't see why not a total of 11,000 tpa leaving a stand alone 1,000 tpa for trialing of different slags to set operational settings for the series of foreign 100,000 tpa. When not doing trials presumably the 1,000 tpa can operate on local supply.

1,000 Mg tpa means a week of stabilised operation is only a throughput total of 20 Mg tonnes. Assuming foreign supply is x%
then the amount of foreign source to be shipped to LMG is not huge.. lets say 30% mag content, then 70 tonnes.

At a max net of roughly 28 tones/container it is max 3 containers, allowing for a bit extra in start-up/first fill losses.
