Another way of looking at it.
What does 100 million dollars buy? 1 million barrels of oil. 200 million = 2 million barrels.
Why not instead invest that for a decent chance to find billions? Total share of Venus look to be a few hundred million barrels at this point (could grow). Why not invest a fraction for another go?
