This would be the point in which theuy should be following up with State and Federal goverment. Refer to recent $1b in funding for Quantum Computing facility in QLD. This was funded to ensure the advancment and industry stay on these shores.
If there is funding, there would be a first tranche of 10's of millions in design dvelopment to then answer
2- How long will it take to construct? also- How much will it cost? Where will it be built?
3- Finally the government will decide who funds it. If they don't fund it then they risk that it will head offshore
