    The DFS is finished. They have it in their hot little hands. Thats why Jefferies are looking for partners. Without it then they would not bother looking for partners. Its at a stalemate til either they decide that a partner is not going to come on board and have to just start mining without a partner and a refinery
    So no DFS til either partners are announced or they just bite the bullet and mine without a partner.
