I can tell you that the export tariffs will not concern China in anyway.

China produced 831.7 million tonnes of steel in 2017.
China ( although the worlds largest exporter of steel ) exported 73.3 million tonnes in 2017 to over 50 countries.

Of that steel exported by China in 2017 , the U.S.A was the 26th largest receiver of Chinese steel representing a paltry 880,00 tonnes ( not even 1 million tonnes ).
