I would not call the nzx a basket case, In most cases its better run than the asx and in almost all markets there have been very few ipos as of late. There really is no advantage to a dual list, all kiwis with broking accounts have access to the asx anyway so why bother ? The extra cost cant be justified, the nsx also has higher standards so I doubt this crowd would like that, the wild west of the asx is much more lax than the puritanical nzx who would never have allowed this rcps debacle to go ahead.
