I think you're over simplifying it.
firstly this is 1 of several valuable tenements held by ttm.
second that 20% is likely to grow in value as Gina works on it.
thirdly if the company was to sell out at 150m total that would still be huge for current holders noting current market cap.
I would say biggest reason sp not moving is because under this contract ttm isn't actually getting $120 m in cash, they're spending it on development, so it's not an asset sale.
