The share price is already at 22 cents, so yes, issue price is at a discount.
Along the lines of your thoughts, my question and concern are the price of issued shares for the conditional funding. It appears to me that if more than $50M is needed, then further shares (i.e., more than 51%) could be issued at the share price of approx 20 cents (15 cents plus 35% premium ).
